TFL Calls for Urgent Measures to Protect Public Health and Ensure Transparency Regarding People Injured During Protests
Together for Life (TFL) is closely monitoring the situation that has unfolded in Tirana over the past three days, where the use of tear gas and other irritant substances during student protests has raised serious concerns about the health and safety of citizens, including residents living near the areas where protests are taking place.
Exposure to large quantities of these substances, particularly in residential areas and public spaces, poses a serious risk to public health. Children, older people, individuals with respiratory conditions and those with other health problems may be particularly vulnerable.
Given the high risk to public health, the Ministry of Health and Social Protection’s silence and the lack of clear public information are unacceptable.
TFL calls on the Ministry of Health and Social Protection to take urgent action to:
- Provide timely and reliable information to the public. The Ministry should issue clear, medically sound guidance on the potential health risks associated with exposure to tear gas and other irritant substances, the precautions people should take during and after exposure, and the symptoms that require urgent medical attention. This information must be easily accessible, with particular consideration for children, older people and individuals with pre-existing health conditions.
- Ensure regular and transparent reporting on people injured during the protests. The Ministry should periodically publish updated data on the people injured, including protesters, police officers and other affected citizens, the medical services provided and their overall health status, while fully respecting patient confidentiality and the protection of personal data.
- Develop and publish a medical emergency response plan for the affected areas. The Ministry must ensure that medical teams and ambulances are ready to respond, provide rapid on-site assistance and transport injured people safely and without delay to healthcare facilities. A coordinated response must be in place to ensure that no injured person is left without the necessary medical care due to delays, poor coordination or the circumstances in which they were injured.
The right to health, timely access to medical care and information about risks to public health are fundamental rights.
At the same time, TFL calls on law enforcement authorities to carefully assess the health risks associated with the use of tear gas and other irritant substances, avoid disproportionate use and take all necessary measures to minimise the exposure of the civilian population.
Protecting public health is not a matter of choice, but an institutional obligation.
